Is the 16-300 better than the 70-300?
It depends on what you mean by “better.” I have both, and the 16-300 is more versatile. It’s my “everyday” lens on my Canon 70D. But the Tamron 70-300 is sharper, has better Image Stabilization, and is better in low light at the longer telephoto end (f6.3 vs f5.6). So it’s a trade-off, versatility or sharpness. I chose versatility, and it serves me well 85% of the time.
